About the SBA 8(a) Business Development Program

The 8(a) Business Development Program enables the Small Business Administration (SBA) to provide opportunities for small socially and economically disadvantaged businesses. 

Before participating in the Program, the potential firms must successfully complete the certification process. Once approved, Program Participants are certified by the SBA for a period of nine years. Government Agencies are allowed by Federal Law to award Sole Source contracts to the SBA on behalf of an 8(a) Program Participant.

Steps to Establish an 8(a) Sole Source Contract with Modular Concepts, Inc. (MCI)

1. The Government Program Manager develops a Statement of Work (SOW), Government Estimate, and secures necessary funding.


2. The Government Program Manager chooses MCI to perform the work and submits a procurement request to their Contracting                Officer.


3. The Contracting Officer prepares/submits an Offer Letter to MCI’s SBA Business Development Specialist: Kevin L. Sloan | Business      Development Division | US SBA Dallas/Fort Worth District Office | P 817-684-5511 | Kevin.Sloan@sba.gov


4. SBA confirms eligibility of MCI and authorizes the requirements. 


5. The Contracting Officer sends MCI a Statement of Work (SOW) and Request for Proposal (RFP) or Request for Quote (RFQ).


6. MCI submits proposal to Contracting Officer and Program Manager to be evaluated and negotiated (if necessary).


7. The contract is awarded to MCI.


8. MCI signs contract award documents, and the contract period of performance begins on the date specified.
